How a Strategic Global HEOR Package Drives Market Access and Pricing Success

As ISPOR Europe 2025 approaches and momentum builds around how Health Economics and Outcomes Research (HEOR) continues to evolve—shaped by innovation, policy shifts and global collaboration, I’ve been reflecting on recent global product launches. What stands out is the enduring power of the core tenets of a global HEOR program in achieving optimal pricing and market access.

Why a Global HEOR Strategy Matters

A well-integrated, cross-functional global evidence generation plan—one that is initiated early, and clearly identifies data needs to address critical market access gaps—helps focus efforts, particularly in time- or resource-constrained environments. It ensures that the most essential data are available precisely when needed.

Understanding the evidence requirements across key HTA regions, along with the challenges in both market access and evidence development, is fundamental to crafting an effective plan.

Core Components of a High-Impact HEOR Package

A robust and strategic global HEOR package typically includes:

  • Global Value Dossier
  • Comparative Efficacy Estimates (e.g., indirect treatment comparisons)
  • Economic Models (e.g., budget impact and cost-effectiveness)

These elements work together, alongside a JCA dossier (when applicable) to support global submission and pricing negotiations, while enhancing global market access.

Four Pillars of an Effective Global HEOR Program

  1. Flexibility for Regional Adaptation:
A global package that can be efficiently adapted to regional needs by tailoring country-specific requirements and parameters enables agile response to changes in launch sequencing decisions. This adaptability is especially critical amid shifting political landscapes and evolving global pricing and access policies, including the critical implications of international reference pricing.
  2. Strategic Alignment Across Stakeholders:
A strong global program ensures consistent, strategic messaging across all regions. It fosters cross-functional collaboration, allowing key stakeholders to contribute to the narrative. The product’s value is communicated uniformly—using the same language, evidence, and messaging—creating a cohesive and compelling story.
  3. Rigorous Quality Control:
A comprehensive QA and validation process, grounded in rigorous methodology, confirms all calculations, code, and references during global development. This minimizes the need for redundant downstream QA at the regional level, enhancing efficiency and reliability.
  4. Proactive Value Demonstration:
While the core components of a HEOR package remain consistent, a strong evidence generation plan ensures that data critical to demonstrating product value and differentiation are proactively developed and integrated. This may include real-world evidence to support premium pricing, or the validation of surrogate endpoints. The global package should clearly articulate the clinical and economic value of the product, positioning it effectively against competitors.

Building a Foundation for Global Success

Ultimately, ensuring the availability of robust, relevant evidence—and communicating it strategically—is the most effective path to building a strong global HEOR program. Getting the global package right lays the foundation for consistent, efficient, and impactful market access across regions, with aligned messaging that resonates with key decision-makers.
